CITY OF TOWNSEND COMMISSION MEETING MINUTES
On
September 18th, 2007

Attend: Attending the meeting were; Mayor Shannon Skidmore; Commissioners Ron Palewski, Mark Chipperfield, David Wietlisbach, and Charles Tippitt. Recorder Gwen Jordan, Police Chief Ron Suttles, Pete Maples, Tim Byrd and several community residents.

CALLED BEER BOARD MEETING
Vice Mayor Ron Palewski opened the beer board meeting and explained to the Commission that the City has an application, for the Webb Market, for an off premise beer permit. He added that Chief Suttles had run the routine check and approval was given. (This permit for Webb market was formerly the Frank White market). Commissioner Chipperfield made a motion to approve the permit and Commissioner Wietlisbach seconded. Motion carried with 4 yea votes. (Mayor Skidmore was later in arriving at the meeting.) The Beer Board meeting quickly adjourned.

REGULAR COMMISSION MEETING
PLEDGE: Vice Mayor Palewski opened the meeting with the Pledge of Allegiance.

Resolution # 229-07-1C: Mayor Skidmore read the resolution in its' entirety. Commissioner Palewski made motion to approve the reading and Commissioner Tippitt seconded. Motion carried with all 5 yea votes.

Minutes: Minutes from the prior month meting were reviewed and Commissioner Tippitt made a motion to approve them as written and Commissioner Wietlisbach seconded. Motion carried with 5 yea votes.

Finance: Recorder Jordan reviewed the finance reports with the Commission. Commissioner Chipperfield made a motion to approve the reports and Commissioner Palewski seconded. Motion carried with 5 yea votes.

Police: Chief Suttles explained to the Commission that Jimmy Yoakum, the newly hired policeman was off this night and he would have him attend the October meeting so all may meet him. Chief Suttles stated that the car deal fell through, and that traffic has picked up a lot, and planning is being done for the ole timer's weekend that is coming up. The chief explained that one of the cruisers was damaged from a lady hitting it, but he added her insurance will cover the repair.

Maintenance: Ron said that Glen has the parking lot behind the municipal building about finished, and the RR ties and gravel has been put in place. He added that it looks good and Glen will be sowing the grass seed this week, plus he added that the backhoe is now fixed. Ron stated that he is working with the Sheriff department to schedule with them additional help for Glen, in order to get all of the curbs painted.

Fire Department: No Report

Recreation: No Report

City Signs: Commissioner Palewski stated that $1,800.00 dollars has been paid to Tip Signs as part payment for the City signs. Janice Fillmore was in attendance at the meeting and asked the City Commission to contact Sevier County Elec to have electric installed where the large sign will be, and it will measure 94" X 45". She added that the other two signs will be smaller plus she asked if volunteers could help cut jasmine greenery at the visitors center so that greenery can be added at the location of the signs.

School Donation: Mayor Skidmore asked the Commission if once again the City could donate the Business Permit money to the school as they are in need of wall maps for the rooms. Commissioner Tippitt made a motion to donate $650.00 dollars to the school and Commissioner Wietlisbach seconded. Motion carried with 5 yea votes.

Library: Commissioner Wietlisbach passed out copies of the library report to the Commissioners and reviewed it with them in Amy's absence.

Tubers: Commissioner Wietlisbach reported that Midge Jessiman has the report suggestion that Pat Jenkins gave to the City Commission, and it will be on the Planning Commission agenda for October. Attorney Will Carver wanted Midge and the Planning Commission to review it before he is given the document. At that point, the Attorney will review it to ensure that it is properly written before returning it to the Commission.

Public Restrooms: Pete Maples addressed the Commission about the problem of no available restrooms for visitors when visiting Townsend. He stated that the City has received an increase in tax revenue and he asked, "What is the City doing to help the tourists with restroom facilities?" A group discussion occurred amongst the Commission, Pete Maples and community attendees. It ended with Mayor Skidmore offering to donate four porta potties for the month of October, and the Commission agreed and gave approval for his offer. Two will be placed at the picnic tables, one at the upper end of the bike trail and the fourth at the old kinzel house area. Additionally, it was stated that ETDD has grant opportunities for grant money that could be used to build public restrooms along the bike trail. A committee was formed to apply for the grant money, design locations and proposals for the restrooms. Committee persons are; Tim Byrd, Ron Palewski, Herb Handley, Charles Tippitt and David Wietlesbach.

There being no further business the meeting promptly adjourned.
