CITY OF TOWNSEND COMMISSION MEETING MINUTES
On
July 17th, 2007

Attend: Attending the meeting were; Mayor Shannon Skidmore, Commissioners Ron Palewski, Mark Chipperfield, Charles Tippitt, and David Wietlisbach. Police Chief Ron Suttles, Recorder Gwen Jordan, Fire Chief Don Stallions, Iva butler, Pat Jenkins, Vickie & Gary Baker, and several community residents.

Pledge: Mayor Skidmore opened the meeting with the Pledge of Allegiance.

PUBLIC HEARING
Mayor Skidmore read ordinance # 231-07-1C in its entirety for the Public Hearing. This ordinance is amending Section 8-309, Site plan Review of the Zoning Ordinance. Mayor Skidmore asked for any comments or suggestions pertaining to the ordinance, and there were none. Commissioner Palewski made a motion to close the public Hearing and Mayor Skidmore seconded and the meeting was closed.

REGULAR COMMISSION MEETING
Ordinance # 231-07-1C: Mayor Skidmore read the ordinance for the first reading. Commissioner Wietlisbach made a motion to approve the reading and Commission Chipperfield seconded. Motion carried with all yea votes.

Knoxville Track Club: Mayor Skidmore read the letter from the club asking for a Parade permit for September 16th, 2007 for their annual 15K foot race. Commissioner Palewski made a motion to approve the permit and Commissioner Chipperfield seconded. Motion carried with all yea votes.

Minutes: Minutes from the prior months' meeting were reviewed and Commissioner Wietlisbach made a motion to approve them as written and Commissioner Palewski seconded. Motion carried with all yea votes.

Finance Reports: Recorder Jordan reviewed the monthly report and budget analysis with the Commission. Commissioner Chipperfield made a motion to approve the reports as prepared and Commissioner Wietlisbach seconded. Motion carried with all yea votes.

Police Report: Chief Suttles reported that while some say that business is down this season, he said that traffic seems to be up or at least up to last years' volume. He added that he has talked with TDOT and the discussion centered on street lights that are needed at the intersections that do not give shadows.

Maintenance: Ron reported that Glen is still working on the parking lot behind the Municipal building and that he has spread the shale, and is now letting it settle down some. Ron added that the backhoe is being repaired and Glen is still doing the mowing. He also added that Glen has a young helper that is completing his community service. Fire Department: Fire Chief Don Stallions reported that the department activity for June was; Fire Alarm responses 4, First response calls 9, and 1 other misc call, for a total of 203 member hours.

Recreation Report: Commissioner Tippitt had no report to give at this time.

Requests to be put on the July Agenda:
- Teresa Culp; did not attend the meeting.
- Patricia White: Expressed to the Commission that the Police Chief had went to her business on 6/29 and hollered at her to remove her tubes off of the right-away. Said she saw other businesses abusing the same law.
- Bucky Abbott: He stated to the Commission that the Police Chief also came to his business and hollered at him, and his wife, child and customers were there. He feels that his personal property was violated by the Police Chief. He also added that an Officer had come into his house, which he considers it to be an invasion of privacy.
- Mayor Skidmore stated that his tubes and all signs are off of the right-away , and he added that status quo for all the businesses is that signs and items must not be on the right-away, per TDOT requirement. Commission Palweski asked Chief Suttles to explain the procedure on how or when an Officer goes to a residence. Chief Suttles explained that when 911 sends an officer to a residence, the officer is there to protect all parties involved and is there to protect both sides. Mayor Skidmore added that there is nothing the City can do when an officer is dispatched by 911 or the Sheriff Office.

Bridges: Mayor Skidmore talked with the Commission about the need for the City to have a resolution drawn up by the City Attorney asking for a public meeting, pertaining to the two bridges that the State is about to construct within the City. He added that he was shown pictures of a standard ugly bridge and the Mayor feels the Commission needs to become involved immediately. Commissioner Chipperfield made a motion to have Attorney Will Carver do a resolution and Commissioner Palewski seconded. Motion carried with all yea votes.

Pat Jenkins: Pat asked the Commission about any changing of the tube ordinance. The Commission had a brief discussion and Commissioner Wietlisbach stated he would like to get data from Midge Jessiman and the Planning Commission before any changes are proposed or made. He added that the Planning Commission meeting is August 9th, and the City Commission meeting will be on August 21st.

There being no further business the meeting promptly adjourned.
