CITY OF TOWNSEND COMMISSION MEETING MINUTES On June 16th, 2009 |

Attend: Attending the meeting was Mayor Pat Jenkins, Vice Mayor Ron Palewski, Commissioner Shannon Skidmore, Commissioner Charles Tippitt, Recorder Shelia Moss, Police Chief Ron Suttles, Jackie Suttles, Mary K Jenkins, as well as several other community members. Commissioner David Wietlisbach was absent. Pledge: Mayor Jenkins opened the meeting with the Pledge of Allegiance. Minutes: Vice Mayor Palewski made a motion to approve the minutes from the May 19, 2009 Commission Meeting. Commissioner Tippitt seconded and the motion passed with 3 yea votes. Commissioner Skidmore abstained. Commissioner Skidmore made a motion to approve the minutes from the called July 1, 2009 meeting after one spelling correction of Jeffery Doan's name. Commissioner Tippitt seconded. The motion passed with 3 yea votes. Mayor Jenkins abstained Finance Report: Recorder Moss gave the finance report for the month of May. Commissioner Tippitt made a motion to approve the finance report. Vice Mayor Palewski seconded and the motion passed with 4 yea votes. Police Report: Chief Suttles mentioned that traffic was heavy on the weekends. He also mentioned that all uniforms had been bought. Chief Suttles spoke about the backhoe tires and showed pictures to the Commission. Chief Suttles stated that the tires were going to cost $1,030. He reported that the backhoe had come from the City of Maryvillle and they kept a record of the maintenance on this machine. He reported that the tires were ten years old. Commissioner Skidmore asked where Chief Suttles had taken the tires for repair. Chief Suttles responded by stating that the business replacing them came and picked them up. Chief Suttles reported that there were four dumpsters used for spring clean up. Maintenance: Chief Suttles mentioned the mowing request from the Little River Railroad Museum. Chief Suttles stated that about three years ago the City got behind and couldn't keep up so, the City quit mowing. He also reported that Ed was mowing for the Railroad Museum until he passed away. Mayor Jenkins recommended mentioning that the City would mow the Right of Way only. Recorder Moss stated that Don Headrick had come in to review the agenda, stated he wouldn't be able to attend, and had made the comment that when the mowing originally started it was a trade off, use of the Railroad Museum property for the parade in exchange for mowing. Mayor Jenkins recommended mentioning that the City would mow the Right of Way. Fire: No Report Recreation: Commissioner Skidmore reported that the T-Ball team had won sixteen games and lost three. Commissioner Skidmore also mentioned that he along with Jeremy Napier and Waylon Majors were the coaches. Library Report: Commissioner Tippitt gave the Library report. He mentioned that the Library is getting ready for the summer reading program. Townsend River Walk Landscaping Grant: Commissioner Tippitt mentioned that a overseeing full time employee of the City and Engineering were two of the requirements listed in this Grant. He mentioned that he had called Ed Lail of TDOT on Friday, June 12, 2009. Commissioner Tippitt mentioned that Ed Lail was contacting Nashville and would return a call when he had more information. Ordinance 243-09-1C, Budget Ordinance, 2nd Reading: Mayor Jenkins read the heading of Ordinance 243-09-1C aloud (full reading and public hearing held May 19, 2009). Commissioner Tippitt made a motion to approve and Commissioner Skidmore seconded. The motion passed with 4 yea votes. Resolution 234-09-1C, Authorization for Code Update by the Municipal Technical Advisory Service (MTAS): Mayor Jenkins read the resolution aloud. There was some discussion about the cost and process of updating our code, as well as updating the Police Manual. No action was taken other than the Commission requesting Recorder Moss check on the cost to update the Police Manual. Personnel Policy for City Employee's (discussion): Recorder Moss explained that Bonnie Curran, who works for MTAS, helped her revise our personnel policy at no charge. Recorder Moss informed the Commission that in there packet was a copy of the revised policy along with a copy of the existing policy. There was discussion on this topic. No action was taken. Proposed Special Event Permits: Mayor Jenkins explained the proposed special event permit ordinance that was drafted by the City Attorney. There was discussion regarding special events and permits. Commissioner Skidmore mentioned that his idea would be to have a significant fee for the event and to make the fee reasonable we use our Police or give service. There was further discussion regarding special events, permits, fees, and fundraisers. Commissioner Skidmore mentioned having a separate permit for garage sales which would limit them to two days and only on private property, included in the ordinance. There was more discussion on this ordinance. Mayor Jenkins asked the Commission to think about this ordinance and we would revisit this topic at the July meeting.
