CITY OF TOWNSEND COMMISSION MEETING MINUTES
On
May 15th, 2007

Attend: Attending the meetings were; Mayor Shannon Skidmore, Commissioners Charles Tippitt, Ron Palewski, David Wietlisbach, Mark Chipperfield, Recorder Gwen Jordan and Police Chief Ron Suttles. Fire Chief Don Stallions and Iva Butler, (Daily Times) and several community residents.

PUBLIC HEARING: Mayor Skidmore opened the Public Hearing by explaining the procedure and guidelines set by FEMA, that are outlined in the ordinance # 228-07-1C. He asked for suggestions and/or comments. Don Headrick spoke to the fact that this ordinance has two feet above flood level, where the last ordinance has it at 1 foot flood level. A group discussion occurred amongst the attendees and the Commission, but no motions were made. Mayor Skidmore closed the Public Hearing.

COMMISSION MEETING: Mayor Skidmore opened the meeting with the Pledge of Allegiance.

Ordinance # 228-07-1C: Mayor Skidmore read the ordinance title for the second reading. Commissioner Tippitt made a motion to approve the second reading and Commissioner Wietlisbach seconded. Motion carried with 4 yea votes and an abstained from Mayor Skidmore.

Ordinance # 229-07-1C: (Code of Ethics). Mayor Skidmore read the ordinance in it's' entirety for the first reading. Commissioner Palewski made a motion to approve the reading and Commissioner Wietlisbach seconded. Motion carried with 5 yea votes.

Minutes: The Commission reviewed the minutes, and Commissioner Palewski made a motion to approve the April 17th minutes. Commissioner Wietlisbach seconded and the motion carried with 5 yea votes. Commissioner Tippitt then made a motion to approve the April 26th minutes and Commissioner Wietlisbach seconded. Motion carried with 5 yea votes.

Finance: Recorder Jordan reviewed the monthly report and budget analysis with the Commission. Commissioner Tippitt made a motion to approve the reports as prepared and Commissioner Palewski seconded. Motion carried with 5 yea votes.

Police: Chief Ron Suttles reported that the weekend was very busy due to the festival, and he added that a collection was taken for the Police Department since the Visitors Center does not pay the City Police for their work. Ron said a total of $1,008.00 dollars was collected and presented to him and it will be deposited into the Police Drug account. Chief Suttles continued that there was another break-in plus a new one. He added that the Sheriff department is working with him on the break-ins. He stated that the cameras are working well in the cruisers and that this coming weekend is the heritage festival.

Maintenance: Ron reported that the dumpsters are now up at the Park for the City residents to use for the spring clean-up. Ron explained that he has been working with the Church Preachers and Tommy Enos pertaining to the leveling and gravel of the parking area behind the City Hall building. He added that Tommy will be giving his extra soil for the project, and that he and Bill Dunlop will review the tile problem on Hwy 73.

Fire Department: Chief Stallions reported on the activity runs for the month of April. He stated they are presently down one tanker, plus they were rained out for the festival which is their main fund raiser. Chief Stallions also added that they are looking at what classes are available plus he added he'd like to get sessions held in Townsend for the Community.

Recreation: Mayor Skidmore stated that our team is still undefeated plus we need to send the registration fee for one more child.

Trail Lights: Mayor Skidmore asked if Commissioner Palewski had contacted Greg Milsaps about the caps. He said he would call him. Mayor Skidmore asked if people liked the trail lights, and the Commission agreed that most do like them and a few did not.

Ord.#230-07-1C 2007/2008 Budget: Mayor Skidmore read the ordinance in it's' entirety for the first reading. Commissioner Palewski made a motion to approve the first reading and Commissioner Chipperfield seconded. Motion carried with 5 yea votes. The second reading is scheduled for June 19th meeting.

MISC: The Commission had a discussion pertaining to TDOT having sprayed the right of way and killed grasses, plus the topic of stop signs in Chestnut Hills, as to whether they are needed or not. No decisions or motions were made after the discussion.

There being no further business the meeting promptly adjourned.
