CITY OF TOWNSEND COMMISSION MEETING MINUTES
On
April 17th, 2007

Attend: Attending the meeting were; Mayor Shannon Skidmore; Commissioners Ron Palewski, David Wietlisbach, Mark Chipperfield, and Charles Tippitt. Recorder Gwen Jordan, police chief Ron Suttles, Tim Byrd, Sara Peppers, and several Community residents.

Called Budget Meeting: Recorder Jordan gave the Commission copies of the present year plan and explained the process necessary to complete a budget plan for fiscal year 2007/2008. The Commission set April 26th for a called budget workshop. Regular Commission Meeting

Open/Pledge: Mayor Skidmore opened the meeting by leading the Pledge of Allegiance.

Minutes: Minutes from the prior meeting were reviewed by the Commission, and Commissioner Chipperfield made a motion to approve them as written and Commissioner Palewski seconded. Motion carried with all yea votes.

Finance: Recorder Jordan reviewed the monthly report and budget analysis with the Commission. Commissioner Tippitt made a motion to approve the reports and Commissioner Chipperfield seconded. Motion carried with all yea votes.

Library: Amy Wietlisbach gave a copy of the quarterly Library report to the Commission and she reviewed with them the activity within the Library.

Police: Chief Suttles reported that the department had one stabbing and two business break-ins within the past two weeks. He asked the Commission about getting four cruiser cameras and tapes for each. He stated that the total cost for them would be around $ 6500.00 dollars. A brief discussion occurred and ended with Commissioner Palewski making a motion to allow the Chief to purchase the cameras and tapes for a total of $6500.00 dollars. Commissioner Chipperfield seconded the motion and it carried with all 5 yea votes. Ron added that the department is now planning for the Ole Timers Day event.

Maintenance: Ron explained that he and Glen are purchasing the new equipment that is needed for the maintenance work before the new budget is in place. (i.e. blades, oils, etc.) Ron added that with the warmer weather coming Glen will begin to paint the driveway curbs and do patching work where some drainage problems are occurring.

Fire Department: Don Stallions was absent and no report available.

Recreation: Commissioner Tippitt reported that the T-Ball money was received and a schedule of games is available. Commissioner Tippitt then asked the Commission if gravel could be spread behind the Municipal building for Library parking. The Commission discussed the fact that last fall the Church of God officials made an offer to gravel behind the building at their expense, to be used for parking when they have their yearly event and rent our auditorium. The discussion ended with the Mayor requesting the City Recorder to contact the church and see where they are with the idea.

Ordinance #228-07-1C: Mayor Skidmore explained that this is a FEMA oriented ordinance required by the federal government in order for the City to keep the Fema Flood Plan, and that the local Planning Office and Staff are working with the Cities through the process. After the Mayor read the ordinance title, Commissioner Palewski made a motion to approve the first reading and Commissioner Wietlisbach seconded. Motion carried with five yea votes. The Public Hearing and second reading will be scheduled for the May 15th, meeting.

Spring Cleanup: Ron Suttles reported that he had 4 or 5 bids from the dumpster companies, and that Tri County was the lowest bid. After Ron had discussed the prices etc with the Commission, Commissioner Tippitt made a motion to hire Tri County and Commissioner Palewski seconded. Motion carried with 4 yea votes and an abstained from Mayor Skidmore.

Bike/Walk Trail Lights: Mayor Skidmore stated that the lights are now installed, and that the meters will be set tomorrow.

Planning Commission Item: Tim Byrd asked the Commission about the reference made at the last Planning Commission pertaining to entering and exiting the river for tubers on private property. Tim and the Commission had a brief discussion but no decisions or motions were made.

Sara Peppers: Sara Peppers and several Laurel Valley residents brought up the subject of the porta potties stored on private property,( that the Mayor owns), and the appearance they said the potties have on tourists driving into Townsend. After a discussion between the Mayor and the residents, no decisions or motions were made and the meeting promptly adjourned.

There being no further business the meeting promptly adjourned.
