CITY OF TOWNSEND COMMISSION MEETING MINUTES On March 20th, 2007 |

Attend: Attending the meeting were; Mayor Shannon Skidmore; Commissioners Charles Tippitt, David Wietlisbach, Ron Palewski, and Mark Chipperfield. Police Chief Ron Suttles, Iva Butler, Mary Ashworth, and several community residents. (Recorder Jordan was absent) Open: Mayor Skidmore opened the meeting with the Pledge of Allegiance. Minutes: minutes from the February meeting were reviewed, and Commissioner Tippitt made a motion to approve them as written and Commissioner Chipperfield seconded. Motion carried with all yea votes. Finance: The Commission reviewed the reports in Jordan's absence and Commissioner Tippitt made a motion to approve them and Commissioner Palewski seconded. Motion carried with all yea votes. Police Report: Chief Suttles reported that things are still quiet through the week. Traffic picks up he added on the weekends. He told the Commission that Claude Scarbrough, the City's Building Code Inspector has agreed to stay on for another year. Maintenance: Ron and the Commission discussed the Spring Cleanup and that Shannon's dumpsters were used last year. It was decided that Ron will get three bids for the dumpsters; Tri County and two other bids. Ron added that Glen has all of the machines ready for cutting and he has been working on the City park cutting and cleaning it up. Fire Dept. Report: Chief Don Stallions reported that two large wild fires were handled and explained about a couple of situations that were at risk. He added that the department is looking at purchasing another hydrant. A question was asked of Don as to whether residents in Chestnut Hills could pool together the money for another hydrant. A discussion occurred and Don Headrick stated that a 6" water line already runs behind the old Best Western. Chief Stallions stated that the ISO rating currently is a 9, and he hopes to get it down to an ISO of 8. Recreation: Commissioner Tippitt had no recreation report. However, the Commission was asked if the City would once again sponsor the T-Ball this spring. Commissioner Tippitt made a motion to pay the $715.00 dollars for the player's entry fee, and Commissioner Wietlisbach seconded. Motion carried with all yea votes. Tubing Ordinance: The Commission discussed the tubing ordinance and what was needed to enforce it. It was agreed that the City needs to have signs made so the residents can purchase them from the City. Commissioner Palewski made a motion for 12 signs, or however many $150.00 dollars will pay for, to be ordered as soon as possible. Commissioner Chipperfield seconded and the motion carried with all yea votes. City Entrance Signs: Mayor Skidmore showed the pictures of the potential signs chosen by the Townsend Business Association. He stated that the cost of them will be about $4,000.00 dollars, but that doesn't include the installation and landscaping. Commissioner Chipperfield explained that many meetings and suggestions were reviewed and discussed before the present design of signs was chosen. Commissioner Wietlisbach made a motion for the City to purchase the signs with the maximum dollar cap of $5,000.00 dollars. Commissioner Palewski seconded the motion, and it carried with all yea votes. Carla Hawkinson: Carla addressed the Commission, and gave them handouts, pertaining to horse and buggy rides on the bike/walk trail in the City of Townsend, that she wants to operate. She explained to the Commission about her business and she gave some verbal information to them as to where she now gives rides, etc. A lengthy discussion occurred and questions were raised, such as; (a) the State allowing usage of the trail for this activity, (b) what liability would there be, (c) damage horse hoofs could do to the trail. The discussion ended with, Mayor Skidmore asking Chief Suttles to meet with Carla and they make a determination of any possible alternate routes that could be used.
