CITY OF TOWNSEND COMMISSION MEETING MINUTES On February 20th, 2007 |

Attend: Attend: Attending the meeting were; Mayor Skidmore, Commissioners Ron Palewski, Charles Tippitt, Mark Chipperfield, David Wietlisbach; Police Chief Ron Suttles, Fire Chief Don Stallions, Recorder Gwen Jordan, and several community residents. CALLED BEER BOARD METING: Vice Mayor Palewski opened the Beer Board meeting by explaining he had an application for an off premise beer permit from the new owners of the Little Village Campground KOA. He reviewed the specifics with the Commission and Commissioner Wietlisbach made a motion to grant the permit and Commissioner Tippitt seconded. Motion carried with 5 yea votes. The Beer Board meeting was then closed by Commissioner Palewski. REGULAR COMMISSION MEETING: Pledge: Mayor Skidmore opened the meeting with the Pledge of Allegiance. Minutes: The Commission reviewed the minutes from the January meeting and Commissioner Palewski Made a motion to approve them as written and Commissioner Chipperfield seconded. Motion carried with all yea votes. Ordinance # 227-07-1C: Mayor Skidmore read the ordinance title for the second reading, and gave a brief explanation of it's' contents. Commissioner Palewski made a motion to approve the second reading and Commissioner Wietlisbach seconded. Motion carried with all yea votes. Finance: Recorder Jordan reviewed the monthly report and budget analysis with the Commission. Commissioner Tippitt made a motion to approve the reports and Commissioner Wietlisbach. Library: Commissioner Wietlisbach gave the Library statistics in lieu of Amy's absence. The Commission had a brief discussion pertaining to the frequency of Library reporting. The Commission agreed to have quarterly reports henceforth, for the Library. Fire Department: Chief Don Stallions gave the reports on the number of calls etc., and passed out a copy of his report. He added that the First Responder course has been completed, and there are about fifteen responders presently trained. Police: Police Chief Suttles reported that traffic has picked up on the weekends. He showed the Commission a map, which was complied in 2005 that showed around 9,030 cars a day come through Townsend during the tourist season. He also stated that Wears Valley Road will be under culvert construction by TDOT on the first curve, and that will hinder traffic flow considerably, as the flow of traffic will be down to one lane. Chief Suttles informed the Commission that he is purchasing new cameras for the cruisers and they'll be around $1,800.00 each. Maintenance: Ron reported that Glen has all of the ditches cleaned out, and that the recent rain and snow did not cause any problems. Commissioner Tippitt asked about the perk test for the property and Commissioner Palewski stated he will check on it further. City Signs: Mayor Skidmore stated that Janice Fillmore was to attend the meeting and bring color pictures of the proposed signs. He suggests that she bring them to the City Office so the Commissioners and interested persons may view them. Topo Map: Commissioner Palewski said the map was completed and he showed the Commission the two copies. He added that he called Rick Younger and thanked him for completing the map, and the billing has yet to be received. Recreation: Commissioner Tippitt had no report. However, he explained about the ETDD Grant that has been applied for to do the walkway project, (cost about $56,176.00), to install a five foot walkway from the School down Tiger Drive, on the west side and to Hwy#321. Commissioner Tippitt stated that it is a 100% Grant if approved. Bike Trail Lights: Mayor Skidmore said he talked with Greg Millsaps and the poles & lights are due February 23, 2006. He added that everything else is ready. City Trash Pickup: Mayor Skidmore explained he had talked with Associated Refuse and they would supply a 95 gallon can for each of the 175 residents and the cost factor would be $69.00 dollars per quarter per residence. The Commission discussed the project but no motions or suggestions were made. The Mayor stated he would go back to Associated and see about a lower rate. Misc: Commissioner Wietlisbach stated he wants to get up a committee of residents to reseacrch and consider several issues within the City, such as Walking & Bike trail problems, and any other issues needing reviewed. He asked the Mayor if this is possible? Mayor Skidmore asked him to come back to the Commission with the recommendations, i.e., Commissioners, Residents, Police person? Etc.
