CITY OF TOWNSEND COMMISSION MEETING MINUTES
On
December 18th, 2007

Attend: Attending the meeting were: Mayor Shannon Skidmore; Commissioners Ron Palewski, Mark Chipperfield, David Wietlisbach, Police Chief Ron Suttles, Recorder Gwen Jordan, Iva Butler, Tim Byrd, and several community residents.( Commissioner Tippitt was absent)

Pledge: Mayor Skidmore opened the meeting with the Pledge of Allegiance.

Ord.233-07-1C; Mayor Skidmore read the title of this ordinance for the second reading. Commissioner Palewski made a motion to approve the reading and Commissioner Wietlisbach seconded. Motion carried with all yea votes.

Sevier Co.Elec contract: Mayor Skidmore read the contract in its entirety. This contract is ensuring the in-lieu payments for one year, from the Electric Company. Commissioner Palewski made a motion to approve the reading and Commissioner Wietlisbach seconded. Motion carried with 4 yea votes.

Minutes: Minutes from the prior month meeting were reviewed by the Commission. Commissioner Chipperfield made a motion to approve them as written and Commissioner Wietlisbach seconded. Motion carried with all yea votes.

Police Report: Chief Suttles reported that the department was kept busy getting ready for the Christmas parade. He added that the parade went very well and comments were made that people liked our parade better than other nearby cities. Ron also mentioned that Jimmy Yoakum, the newly hired police person was working out quite well.

Maintenance: Ron stated that Glen has been busy doing the vehicle maintenance, while his work load is not as heavy. Ron also stated that Ron Palewski has researched the company that the City originally purchased the snowflakes from and he will contact them for today's prices for a large quantity.

Fire Dept.: There was no report since Chief Stallions was not in attendance.

Ord.#232-07-1C: Mayor Skidmore stated that this new revision of the ordinance is the same as before. The Commission went into a discussion on gravel/ porous driveways. After a lengthy discussion Commissioner Wietlisbach made a motion that the City accept this revised ordinance. Commissioner Palewski seconded and the motion carried with 3 yea votes and a no vote from Mayor Skidmore. The Mayor then read the ordinance in its entirety, for the first reading. Commissioner Chipperfield made a motion to approve the first reading and Commissioner Wietlisbach seconded. Motion carried with 3 yea votes and 1 no vote from Mayor Skidmore.

Finance Reports: Recorder Jordan reviewed the monthly reports and the budget analysis with the Commission. Commissioner Wietlisbach made a motion to approve them as prepared and Commissioner Palewski seconded. Motion carried with 4 yea votes.

Parade Summary: Commissioner Wietlisbach stated the parade went very well and he will have a full report at the January meeting.

Tim Byrd: Tim addressed the Commission about their approving his obtaining resident signatures to allow the topic of wine being served in restaurants in Townsend on the ballot at the general election in November 2008. Tim further explained that the lobbyist fees would be the same, (from the tax proceeds), as they were outlined when the liquor question was on the ballot before. The Commission stated they have no problem with the issue, and Commissioner Wietlisbach made a motion to support the matter of getting the signatures and having the referendum on the ballot. Commissioner Palewski seconded and the motion carried with 4 yea votes.

Christmas Bonus: The Commission discussed the Christmas bonus issue for the City employees. Commissioner Palewski made a motion to give all employees,(Claude included), a $350.00 dollar bonus. Commissioner Chipperfield seconded and the motion carried with 4 yea votes.

Misc: Ron Suttles informed the Commission that Pete Maples has a Hog Rally planned for June 2008. He added the Police will meet with him soon as to what items are planned. He added that this type of an event can get out of hand if pre-planning is not done.

There being no further business the meeting promptly adjourned.
