CITY OF TOWNSEND COMMISSION MEETING MINUTES On January 19th, 2010 |

Attend: Attending the meeting was Mayor Pat Jenkins, Commissioner David Wietlisbach, Commissioner Charles Tippitt, Police Chief Ron Suttles, Recorder Shelia Moss, Jackie Suttles and Don Headrick. Vice Mayor Ron Palewski and Commissioner Shannon Skidmore were absent. Pledge: Mayor Jenkins opened the meeting with the Pledge of Allegiance at 7:00pm. Minutes: Commissioner Tippitt made a motion to approve the minutes for the December 15, 2009 meeting. Commissioner Wietlisbach seconded and the motion passed with 3 yea votes. Finance Report: Recorder Moss mentioned that at the meeting last month Commissioner Skidmore had requested her to research how to change the monthly Commission fee and to obtain a comparison of other Cities Commission fee. She stated that to increase the fee the City would have to pass a Resolution which would then have to be sent to the State Senators and Representatives with a request for them to file this Charter revision with the General Assembly. Recorder Moss that if this revision passes in the General Assembly, it would then be sent back to the City for local passage. She stated that local passage would either be by 2/3 vote or by referendum. Recorder Moss also reported that once local passage was obtained, it would have to be sent to the Secretary of State to be signed. She instructed the Commission that the revision would not be in effect until it was signed by the Secretary of State. Recorder Moss showed the Commission a fee comparison obtained from the Municipal Technical Advisory Service. Mayor Jenkins requested that Recorder Moss make a copy of the comparison for each Commissioner. Recorder Moss then gave the finance report for the month of December. Commissioner Wietlisbach made a motion to approve the finance report. Commissioner Tippitt seconded and the motion passed with 3 yea votes. Mayor Jenkins requested that the State Wine Tax Revenue be permanently added to all finance reports. Police Report: Chief Suttles reported that everything is going ok. He spoke about a slightly severe wreck that involved minor injuries. Chief Suttles reported that the department will need tires soon. Maintenance: Chief Suttles reported that we would need salt due to having used a lot during the bad weather. He reported that the equipment is holding up good. Chief Suttles reported that Mr. Glen McCampbell is not able to do a lot right now due to the weather. Fire: No Report. Recreation: No Report Old Business 1. Lease Agreement, Property at 133 Tiger Dr: Deferred to February due to the absence of the Vice Mayor and Chief Don Stallions. ** Recorder Moss instructed the Commission that she had received the 2009-2010 audit contract. Recorder Moss informed the Commission that the only change she found compared to last year was a $100 increase in the fee. Commissioner Tippitt made a motion to accept the 2009-2010 audit contract. Commissioner Wietlisbach seconded and the motion passed with 3 yea. 2. City of Townsend Personnel Policy: Deferred until review of revision by MTAS is received. New Business 1. Election Call Resolution: Mayor Jenkins read the resolution aloud. A correction was made regarding the year. Commissioner Tippitt made a motion to approve the Election Call Resolution. Commissioner Wietlisbach seconded and the motion passed with 3 yea votes. 2. Sevier County In-Lieu of Property Tax Contract: Recorder Moss explained to the Commission that our annual in-lieu of property tax contract with the City of Sevierville had been received and requires the Commission's approval. There was a brief discussion regarding this contract. Commissioner Wietlisbach made a motion to approve the contract payment of $31,853.85. Commissioner Tippitt seconded and the motion passed with 3 yea votes. 3. Pete Maples, Request for Public Restrooms for Bike Trail: Mayor Jenkins explained that a business owner submitted a letter regarding restrooms. He stated that the Visitor's Center, the Heritage Center, and the Little River Railroad Museum all have public restrooms. Commissioner Wietlisbach stated that this issue came up before. He mentioned that a discussion about strategically placing port a potties along the bike trail and hiding them like at the "Y" with a wall had taken place before. Commissioner Tippitt feels there should be restrooms but that it should be ones that have to be pumped which, do not require septic. Commissioner Wietlisbach mentioned putting restrooms on the new building if built and that he is in favor of strategically placing port a potties during the peak season but not permanently. 4. Other Business: Don Headrick asked the Commission about the in-lieu contract and Mayor Jenkins responded by explaining the contract. Mr. Headrick mentioned that it is usually an emergency when a business is asked to use their restrooms and that most people know where the restrooms are available.
