CITY OF TOWNSEND COMMISSION MEETING MINUTES On January 16th, 2007 |

Attend: Attending the meeting were; Mayor Shannon Skidmore, Commissioners Ron Palewski, Charles Tippitt, Mark Chipperfield, and David Wietlisbach. Police Chief Ron Suttles, Recorder Gwen Jordan, Fire Chief Don Stallions, Iva Butler, Steve Phipps, and several community residents. Pledge: Mayor Skidmore opened the meeting with the Pledge of Allegiance. Minutes: The Commission reviewed the minutes and Commissioner Palewski made a motion to approve them as written and Commissioner Wietlisbach seconded. Motion carried with all yea votes. Finance: Recorder Jordan reviewed the Monthly report and budget analysis with the Commission. Commissioner Palewski made a motion to approve the reports as prepared and Commissioner Chipperfield seconded. Motion carried with all yea votes. Recorder Jordan then asked the Commission if she could pay off the balance of the loan for the maintenance trucks, since the Street Fund has the available funds. The Commission agreed and gave their approval. Library: Amy handed out the library report and reviewed the statistics with the Commission and explained the after school programs that were held on January 11th and 18th, 2007. Police: Chief Suttles introduced the new part-time Policeman, Allen Latham, to the Commission and added that he is certified. Ron added that he's still trying to sell the old Police Cruiser. He stated that Frank and himself attended their in service this past week and that Bill Allen will be going this next week to his in service. Maintenance: Ron reported that Glen has the truck blade on and has things ready in case of snow. He also added that Glen has built and hung the doors on the barn in the City Park.. Recreation Report: Commissioner Tippitt had no report to give at this time. Fire Department: Chief Don Stallions reported on the number of runs and calls this past month. He added that a First Responder Course has started for the responders, and that it's a 60 hour course. The five responders will be attending, and the department is paying the fee for the course. Recreation: Commissioner Tippitt had nothing to report. Ord.#227-07-1C: Mayor Skidmore explained that this ordinance is the result of work and meetings from the Adult Book Store Committee, Planning Commission, Midge Jessiman and Attorney Will Carver. The Mayor then read the ordinance in it's entirety. Commissioner Tippitt made a motion to approve the first reading and Commissioner Chipperfield seconded. Motion carried with all yea votes and the February 20th meeting was set for the second reading. City Property: Commissioner Palewski reported that he has contacted Rick Younger about the Topo Map and it is moving ahead, he stated. Traffic in SD: The Commission had a discussion pertaining to the fast moving traffic in Chestnut Hills SD. Mayor Skidmore stated that it's not feasible to have speed bumps every 10 feet and Don Stallions stated that speed bumps are also a problem for energency vehicles. Police Chief Suttles stated that perhaps the residents meet and discuss the problem. No decisions or motions were made. Blt Co. Humane Society: Steve Phipps talked on the subject of their desire to locate in the Townsend area provided land can be donated to them. Their intents is to have a no kill shelter built. Steve talked on the subject further and handed out a copy of the December/ January news data. No decisions or motions were made. Townsend Business Assoc.: Janice Filmore handed the Commission a drawing of the potential City entrance sign design that the association has developed. A discussion occurred about re-planting the retaining wall on Hwy 321, where the entrance sign will be located. Commissioner Wietlisbach will head the re-planting wall project. Fire Ants: David Wietlisbach talked about the fire ants and that the south side of HWY 321 is in the quarantine zone, but if there are any found on the north side of the highway they can try to manage them.
