CITY OF TOWNSEND COMMISSION MEETING MINUTES
On
January 15th, 2008

Attend: Attending the meeting were; Mayor Shannon Skidmore; Commissioners Ron Palewski, Charles Tippitt, Mark Chipperfield, and David Wietlisbach. Also, Police Chief Ron Suttles, Recorder Gwen Jordan, Fire Chief Don Stallions, Stan Totten, Tim Byrd, Don Headrick and several community members.

Pledge: Mayor Skidmore opened the meeting with the pledge of Allegiance.

Ord.#232-07-1C; Mayor Skidmore read the ordinance title for the second reading. Commissioner Chipperfield made a motion to approve the reading and Commissioner Wietlisbach seconded the motion. Motion carried with 3 yea votes, 1 no vote from Mayor Skidmore and Commissioner Tippitt abstained from voting.

Finance Report: Recorder Jordan reviewed the monthly report and the budget analysis reports with the Commission. Commissioner Chipperfield made a motion to approve the reports as prepared and Commissioner Palewski seconded. Motion carried with 4 yea votes and 1 abstained from Commissioner Tippitt as he was absent last month.

Police Report: Chief Suttles reported that it has been pretty quiet most days. Only the weekends have a little traffic he stated. He also mentioned that he has been working on the In-service program for the department and working out the items and hours involved.

Maintenance: Ron stated that he's been working with Bill Dunlop in order to find a time slot that Bill can send up the big tractor to install the drain pipe. It probably will be the end of January or first part of February before the work can be completed. Ron also mentioned about the sink hole that appeared on the River Road and the fact that Glen has most of it finished except for a small swell area.

Fire Dept. Report: Chief Stallions gave a report of the statistics that occurred the past month. Heading the top of the list were the 184 First Response calls, 54 Fire alarm calls and 17 Calls for aid to the Public. A total number of member man hours for the month was 6,172, covering from fire calls to fund raising etc.

Recreation: Commissioner Wietlisbach gave a summary of the Christmas Parade; He stated there were 88 entries and the parade went very well. He did mention one problem that needs to be resolved before next year's parade. That being the fact that a lot of entries were not registered prior to start time. As Commissioner Wietlisbach mentioned the entries all need to register as the entry form has a waiver on it and this must be signed prior to the parade. He added that this problem is being reviewed for next year's entries, as it will hold the City harmless of injuries, etc.

Recorder Position: The Mayor and the Commission had a brief discussion pertaining to the last four applicant interviews, plus they asked for the Recorder's input on the last interviews. The discussion ended with Commissioner Palweski making a motion to hire Shelia Moss as the new Recorder and Commissioner Chipperfield seconded. Motion carried with 4 yea votes and one abstained from Commissioner Tippitt due to absence.

Bike Trail Lights: The Commissioners discussed the fact that about 3 more lights can be installed for the remaining amount of dollars left from the original grant money in Nashville. Commissioner Tippitt made a motion to purchase three more lights to utilize the remaining funds plus $500.00 additional dollars for additional bulbs and supplies for light repairs. Commissioner Wietlisbach seconded the motion and the motion carried with all yea votes.

Misc: Commissioner Tippitt stated that we did not get the sidewalk grant, but he added that there are additional grants that the City can try for till the end of March 2008. The Commission gave him their approval and Commissioner Tippitt stated he would contact Jennifer and begin working with her to submit the grant requests. Pat Jenkins asked the Commission about his suggestions and what has happened. Commissioner Chipperfield stated he was at the planning Commission meeting but couldn't recall exactly what the decision was. However, he will call Midge and get an answer, but he stated he knows that something has to come from the Planning Commission to the City Commission for any action to be taken.

There being no further business to conduct the meeting promptly adjourned.
