CITY OF TOWNSEND COMMISSION MEETING MINUTES
On
November 20th, 2007

Attend: Attending the meeting were; Mayor Shannon Skidmore, Commissioners Ron Palewski, Charles Tippitt, Mark Chipperfield, & David Wietlisbach; Police Chief Ron Suttles, Recorder Gwen Jordan, Fire Chief Don Stallions, Iva butler, Don Headrick, Aaron Pringle, and several community residents.

PUBLIC HEARING: For Ordinance # 232-07-1C
Mayor Skidmore opened the hearing and read the ordinance in its' entirety. He then asked for any questions or suggestions. Don Headrick and the Commission had a discussion, pertaining to the clarity of terms & language in the ordinance, of materials to be used. Mayor Skidmore made a motion for the commission to send the ordinance back to the Planning Commission for clarification. Commissioner Wietlisbach seconded and the motion carried with all yea votes. Mayor Skidmore asked the City Recorder to send the ordinance back to Planner Midge Jessiman, and he closed the public hearing.

REGULAR MEETING

PLEDGE OF ALLEGIANCE: Mayor Skidmore opened the meeting with the pledge of allegiance.

MINUTES: Minutes from the prior month's meeting were reviewed and Commissioner Tippitt made a motion to approve them as written and Commissioner Palewski seconded. Motion carried with all yea votes.

FINANCE: Recorder Jordan reviewed the monthly report and budget analysis with the commission. Commissioner Wietlisbach made a motion to approve them as prepared and Commissioner Palewski seconded. Motion carried with all yea votes.

ORD.#232-07-1C: There was no first reading as the ordinance is being returned to the Planning Commission.

ORD.#233-07-1C: Ordinance to adopt the International Building Code for Enforcement within the City limits, and Mayor Skidmore read the ordinance in its' entirety for the first reading. Commissioner Chipperfield made a motion to approve the first reading and Commissioner Tippitt seconded. Motion carried with all yea votes. The second reading will be at the December meeting.

RESOLUTION# 230-07-1C: Mayor Skidmore read the resolution, for a Hazard Mitigation Plan, in its' entirety. Commissioner Tippitt made a motion to approve the resolution as read and Commissioner Palewski seconded. Motion carried with all yea votes.

POLICE REPORT: Chief Suttles reported that the department is getting ready for the Christmas Parade on December 2nd. He also mentioned to the Commission that the Ford Ranger truck that was court appointed to the City has been fixed and cleaned and will now become a small truck for the Maintenance department. Ron also stated that the older Police cruiser that Jimmy is driving will need to have work done in order for it to continue to run.

MAINTENANCE REPORT: Ron reported that the snowflakes are ready to be put up. He added that Glen has replaced about 250 bulbs in the snowflakes. He also added that in the next budget the Commission might consider purchasing more of the snowflakes to add to what we presently have.

FIRE DEPARTMENT: Chief Don Stallions reported that seven persons in the department completed the 60 hour state training and all graduated. He added that at the end of this month they'll be going to another training session, and he will be developing another crew.

CHRISTMAS PARADE: Commissioner Wietlisbach reported that he has many applications for the parade. The Heritage Middle School Band has not confirmed their being in the parade. The Commission agreed to pay for their bus if they attend, and they agreed also to pay the High School Band $600.00 dollars again and the ROTC $200.00 dollars.

RECORDER POSITION: Mayor Skidmore explained that ten interviews were conducted by the Recorder and him and four were chosen from the 10 applications. Copies of the four were made for each Commissioner and they may review them at home.On December 18th, they will have the opportunity to interview (starting at 6:00pm) each of the four prior to the regular city meeting that starts at 7:00pm. The Commission discussed hours of work plus the salary of the position and agreed on the following; office hours will be 8:30am-4:30pm Monday thru Thursday, and a half day on Fridays for a total of 36 hours. Salary will start at $25,400.00 with a $500.00 raise every six months until the salary tops out at $28,000.00. There will be a 60 day review after the start date for the employee and the person will have one year to become State certified.

AARON PRINGLE: Mayor Skidmore explained to the Commission that Aaron had submitted a written complaint to him concerning the Police Chief, Ron Suttles. Aaron asked to be put on the agenda for the meeting to talk with the commission. The Commission and Aaron had a lengthy discussion about the Chief giving him wrong information on a campfire, plus Aaron stated he wanted the City to put in place an ethics committee, plus he added the City needs a formal policy for complaints about employees. After further discussion with Aaron and the Commission, Commissioner Wietlisbach made a motion to end the discussion and Commissioner Chipperfield seconded the motion. Motion carried with all yea votes.

There being no further business the meeting promptly adjourned.
