CITY OF TOWNSEND COMMISSION MEETING MINUTES On October 16th, 2007 |

Attend: Attending the meeting were; Mayor Shannon Skidmore, Commissioners Ron Palewski, Mark Chipperfield, Charles Tippitt, and David Wietlisbach, Chief Ron Suttles; Recorder Gwen Jordan,Policeman Jimmy Yoakum, Don Headrick, Mr. Tipton, Tim Byrd and Mary Ashworth. Pledge: Mayor Skidmore opened the meeting with the Pledge of Allegiance. Minutes: Minutes from the September meeting were reviewed by the Commission. Commissioner Palewski made a motion to approve them as written and Commissioner Chipperfield seconded. Motion carried with all yea votes. Finance Reports: Recorder Jordan reviewed the financial reports with the Commission. Commissioner Palewski made a motion to approve them as prepared and Commissioner Wietlisbach seconded. Motion carried with all yea votes. Police Report: Chief Suttles reported that things have been fairly quiet, and he introduced the new policeman, Jimmy Yoakum to the Commission. The Chief also stated to the Commission that Jimmy has been putting cards at the businesses that he checks during the night, and they are well received. Maintenance: Ron reported that Glen, Frank and Ron Palewski had painted the street corner curbs using glow paint, and they are showing up very well. Fire Department: No report was available. Recreation Report: Parade Chairperson David Wietlisbach stated that the parade theme will be "Christmas Wishes", and Senator Raymond Finney will be the Parade Marshall. He added that Heritage HS band will be in the parade as well as the Heritage ROTC. David added that flyers are presently being put together. Non-Resident Voting: Mr. Tipton addressed the Commission with his request to allow persons owning property in the city limits to vote in the city elections when their residence is not in the city. The Commission and Mr. Tipton had a discussion and they reviewed the list of signatures that Mr. Tipton had with him. The discussion ended with the Mayor asking Mr. Tipton what he is asking the Commission to do? He answered to amend the Charter. Mayor Skidmore made a motion for the City to do a Private Act for non-residents to be able to vote if they have property within the city limits. Commissioner Tippitt seconded the motion. Motion failed with all five no votes. City Recorder Position: Mayor Skidmore asked the Commission what course of procedures should be followed in hiring a new person for the Recorder's position, and stay within the Sunshine Law guidelines. The Commission had a discussion and the following items were outlined: - Run an ad for 14 days in the Daily Times. - Gwen and the Mayor will narrow down the applicants and choose about ten applicants to interview. - Narrow those ten down to about 3-4, and have them come before the Commission for the second interview. Signs: Tip Signs had delivered the new City signs and the Commission all agreed that they looked very well. Restroom Facilities: Tim Byrd stated that the soil maps were completed. He added that one area on the north-side of HWY#321 by the parking area the soil is not very good. The other two sites have good soil. A group discussion occurred amongst the Commission and Don Headrick pertaining to the fact that the City once paid to have a restroom building built at the Railroad Museum. All agreed it is a good idea to start using this restroom building, once it can be resolved as to how the building would be cleaned, the frequency, and person(s) to do the work. Combined called meeting: The Planning Commission requested a combined meeting, with the City Commission and City Attorney, on November 15, at 6:00PM to review the tubing issue with resident's property.
